Raking and scarifying should only be conducted at certain times of year and under certain conditions, to ensure that damage is not caused to your lawn.

The lawn should be relatively dry when trying to rake or scarify it. The best time of year is Spring and Autumn, as it will have some moisture but not too much. However, you do not want to do this on a wet lawn.
If done on a wet lawn, you can cause damage to the lawn and you are more prone to pull out live grass by the roots rather than just dead material.
